- RunSpecs without residency: all associated instances are migrated to goal Running. In case of a deployment with allowed overCapacity, there can be more instances with goal Running than specified in the runSpec. (Depending on whether or not there is an ongoing deployment, instances over capacity will eventually be decommissioned by either the existing scale check, or a deployment actor that recovers the ongoing deployment after the migration.)
- RunSpecs with residency: instances in condition Reserved that have associated terminal tasks are migrated to goal Suspended if there are enough active instances as required by the latest runSpec version. If the required instance count is equal to or higher than the number of existing instances, those in condition Reserved are migrated to goal Running.
