If a zk-node is present, but cannot be deserialized, crash

      Description

      Currently, if Marathon cannot read the contents of frameworkId, for example, then the value is treated as absent (and a new frameworkId is registered).

      This causes a bad circumstance to become worse, and leads to cryptic behavior.

      If a zkNode exists, and cannot be deserialized, we should throw an exception.
