The DC/OS Storage Service (DSS) provides an endpoint from which diagnostics may be collected. However, the service may not be running at the time that DC/OS diagnostics is asked to generate a report. In such cases, the DSS diagnostics endpoint will not be available, but the DC/OS diagnostics request should still succeed.
Proposed: allow DC/OS Diagnostics HTTP endpoints to be marked as "optional" such that failures to query them do not generate failures in the DC/OS diagnostics reporting. DC/OS diagnostics should, however, at least generate a log message indicating that said endpoint is unavailable (and was ignored because it was marked optional).
