Internal load balancing using VIPs does not provide HA for tasks

      Description

      Trying to deploy a Highly Available system based on a microservice architecture on top of DC/OS and leveraging VIPs for internal service discovery and load balancing.

      The problem is that scaling any tasks results in traffic being sent to the new instance before any health or readiness check is performed resulting in lost traffic and upstream errors to clients.

      New tasks should not be added to the internal load balancers until they are in Ready state.

      Using DC/OS 1.9.0 released on March 28th, 2017
